Immediately when its establishment, a Flemings transferred all its constitutional competence were to the Flemish Community. A todays Flemish authorities (Flemish parliament, Flemish governement, ...) therefore represent a lot Flemings, including victims dwelling in the Brussels-Capital Vicinity.
